On various Ubuntu versions, unattended-upgrades is not enabled when you install it. Just edit /etc/apt/apt.conf.d and fill it with the following content:

APT::Periodic::Enable "1";
APT::Periodic::Update-Package-Lists "1";
APT::Periodic::Download-Upgradeable-Packages "1";
APT::Periodic::AutocleanInterval "30";
APT::Periodic::Unattended-Upgrade "1";

The directives are self-explanatory, but you can find more explanations in the file /etc/cron.daily/apt.
